• Software that has received quality certification under Article 20(1) of the Software Promotion Act
• Other products designated by the Minister of SMEs and Startups in consultation with the heads of relevant central administrative agencies
  Target purchase ratio of technology development products subject to priority purchase ⟶ 15 percent or more of the amount of small and medium enterprise goods purchased
